Consolidar a revolução democrática e pacífica votando Dilma
A presente campanha presidencial em segundo turno coloca em jogo algo fundamental na história brasileira: a nossa primeira revolução popular, democrática e pacífica conquistada no voto, com a chegada de Lula à Presidência. Não ocorreu apenas a alternância do poder mas uma alternância de classe social. Um representante dos “lascados” e sempre colocados à mergem chegou ao mais alto cargo da nação como fruto do PT, de aliados e de grande articulação de movimentos sociais e sindicais e continuado por Dilma Rousseff.
Como afirmava o notável historiador José Honório Rodrigues em seu Conciliação e Reforma no Brasil (1965):”os interesses do povo foram descuidados pela liderança; daí as lutas, as rebeldias, a história cruenta, o compromisso e a conciliação; revolução no sentido de transformação da estrutura econômica, do regime de terras, da mudança de relações sociais, nunca tivemos; o grande sucesso da história do Brasil é o seu povo e a grande decepção é a sua liderança”. Continua José Honório:”as vitórias do povo são objetivas e incontestáveis;…o Brasil deve ao povo a unidade política, a integração territorial, a mestiçagem, a tolerância racial, a homogeneidade religiosa, a integração psico-social, a sensibilidade nacional muito viva que exige um abrasileiramento das próprias contribuições estrangeiras” (p.121-122).
Com Lula e Dilma se inaugurou esta revolução que é ainda inacabada mas que deve ser consolidada e aprofundada. Oxalá nessa eleição ela não seja malbaratada pela vitória de quem representa a velha política oligárquica mais interessada no crescimento econômico, no mercado e articulada com a macroeconomia globalizada do que no destino daqueles milhões que foram tirados da pobreza pelas políticas republicanas e foram feitos sujeitos sociais participativos na sociedade.
Daí ser importante que Dilma vença para garantir, consolidar e enriquecer com um novo ciclo de transformações essa revolução inaugural.
Nos primórdios da colonização o cronista oficial Pero Vaz de Caminha escreveu que aqui “em se plantando tudo dá”. Os cinco séculos de história ainda à luz do paradigma europeu mostraram o acerto de tal afirmação. Aqui tudo pode dar e deu para ser a mesa posta para as fomes do mundo inteiro. Por que não irá dar certo um projeto-Brasil novo, democrático, social, popular, ecológico, ecumênico e espiritual?
O povo brasileiro se habituou a “enfrentar a vida” e conseguir tudo “na luta”, quer dizer, com dificuldade e muito trabalho. Por que não irá “enfrentar” também esse grande e derradeiro desafio colocado em seu caminho? Como não conquistá-lo “na garra”, com a consciência solidária, com a organização, com a vontade de empoderar-se para garantir o poder de estado, já por 12 anos, a fim de dar-lhe o verdadeiro sentido de fazer as mudanças necessárias, primeiramente para os mais esquecidos e a partir deles, a todos, conferindo-lhes sustentabilidade e garntindo-lhes um futuro bom para o país.
Esse caminho já foi traçado, embora falte muito ainda para ser completado. Por duas vezes o novo chegou lá, no poder central. Escasseiam cada vez mais os instrumentos com os quais as elites dominantes querem retornar ao poder com aqule projeto neoliberal que quebrou os países centrais e que lançou cem milhões no desemprego na Europa e nos USA.
Sentimo-nos representados nos versos do cantador: “Só é cantador quem traz no peito o cheiro e a cor de sua terra/ a marca de sangue de seus mortos/ e a certeza de luta de seus vivos”(A saga da Amazônia de Vital Faria). Essa luta, esperamos, será vitoriosa. O pais florescerá no fulgor de seu povo multicolorido como nossas paisagens que enchem nossos olhos de encantamento. Valem as palavras de líderes sindicais nos dias sombrios do submetimento:
“Podem cortar uma, duas e todas as flores. Mas não poderão impedir a chegada da primavera”. A primavera já vai avançada. Junto com o sol primaveril queremos celebrar a vitória da maioria do povo, reelegendo Dilma Rousseff.
Se não puder ocorrer agora, oxalá ocorra, fica o desafio para o futuro. O que deve ser, tem força e chegará o dia, bendito dia, em que irá triunfar.
Elections in light of the anti-people history
There is nothing better than viewing the present elections in light of the Brazilian history of tension between the elites and the people. I will avail myself of the contribution of a serious historian, educated in Rome, Louvain, and in the USP of Sao Paulo, father Jose Oscar Beozzo, one of the most brilliant minds of our clergy.
Says Beozzo: «the basic question in our society is the right of the marginalized to life, which is always threatened by the abysmal inequality of access to life’s necessities and by the meager opportunities open to the great majority of the lower strata.
As Caio Prado Junior teaches us, our unequal society rests on four pillars that are hard to dislodge: a) that ownership of the land is concentrated in the hands of the few, such that there is no “free” or “available” land for those who work it, or for those who were its original owners, the indigenous peoples; b) the predominance of monoculture; c) that production is focused on the foreign market (sugar, tobacco, cotton, coffee, cocoa, and now soy); d) the regime of slave labor.
Independence from Portugal did not alter any of those pillars. Those who at that time dreamed of a different Brazil proposed a change from ownership of large tracts, to ownership of small plots, in the hands of those who worked the land; from monoculture to polyculture, from production for the international market to production geared towards local consumption and supply for the domestic market; from slave labor to free family work. This could be done in small regions peripheral to tropical monocultures, in the Gaucha and Catarinense mountain ranges, with German, Italian and Polish colonists, in a more democratic form of property ownership.
The large slave owners were strongly opposed to all those measures, and they crushed by fire and sword the popular uprisings that in any way looked towards democratization of the economy, politics, and above all, of labor relations. Suffice it to recall some of those revolts: the insurrections of the Males slaves in Bahia, the Balayada in Maranhao, the Cabanagem in the Amazon, the Playera revolt in Pernambuco, and the Farroupilha in the South.
The Revolution of the 30, with its nationalist tendencies, moved, if only partially, the country’s axis from foreign markets towards the domestic; from a model of agrarian exports towards one of substitution of imports; from the dominance of the coffee exporting elites of the Minas/Sao Paulo pact towards new leaders in the zones of production for the domestic market, such as those of rice and jerky of Rio Grande del Sur; from the restricted vote to the “universal” vote (except for the illiterate, still the great majority of adults at that time), from the exclusively male vote to women’s suffrage; from labor relations dictated only by the power of the masters towards regulation, at least in the industrial sphere, with the creation of the Secretary of Labor and of labor laws focused on the working class.The unavoidable dominance of the landowners within their properties could not be touched by labor regulations, which only occurred after 1964 with the Rural Labor Statute.
Getulio established a policy of appeasement between the classes, and of “cooperation” between capital and labor, the workers and the captains of industry, aimed at industrialization and the defense of national interests.
In the current electoral campaign, certain media have created the slogan: “Out PT”. They seek to end the dictatorship of the PT and to restore the “dictatorship of the financial market”. What really bothers them? Corruption and the “mensalon”?
As I see it, what bothers them are the democratizing measures, notwithstanding all their limitations, such as the Pro-Uni, the quotas in the universities for students coming from public schools rather than from particular colleges; the quotas for those whose grandparents came from the warehouses of slavery; agrarian reform, still inadequate to the task; the demarcation and official sanctioning of continuous areas of Yanomami land, opposed by a half dozen rice producers, backed by agro-business and a unanimous chorus of landowners, and all the social programs such as Bolsa Familiar, Light for all, My House, my Life, More Doctors, and more.
These critics never were annoyed when the State paid the tuition of young students from rich families whose children received a good education in private schools, making it easier for them to access free education in the public universities, which deepened the inequality of opportunity. For courses of medicine, those studies cost the state from six to seven thousand reales a month. Those families never protested the “handouts” given the rich, which they considered to be their “right” based on their merit, rather than a pure, and scandalous, privilege. They are the same doctors who refuse to practice in the interior of the country, or the favelas that lack even a single physician.
Those who raise their voices, saying that everything is going bad in the country, in spite of improvements in the minimum wage, the creation of millions of jobs, the widening of social policies geared to the poorest, the creation of More Physicians, oppose the policies of the PT that seek to assure citizens’ rights, to widen the democratization of society, to struggle against privilege and above all, to put some limits (insufficient in my point of view) on profits and the dictatorship of financial capital and of the “market”.
This is the reason for my vote for another project of country, that attends to the demands always denied to the great majorities. For that reason, I voted for Dilma in the first round and will do so again in the second, with respect for the other options».

Consolidare la rivoluzione democratica votando Dilma Rousseff
La presente campagna presidenziale del secondo turno mette in gioco qualcosa di fondamentale nella storia del Brasile: la nostra prima rivoluzione popolare, democratica e pacifica, conquistata votando e scegliendo Lula come presidente. Non c’è stata soltanto un’alternanza di potere, ma un’alternanza di classe sociale. Un rappresentante dei disgraziati sempre emarginati è arrivato alla più alta carica della nazione come frutto del PT e alleati e di una grande articolazione di movimenti sociali e sindacali. Lavoro continuato da Dilma Rousseff.
Come affermava il noto storico José Honorio Rodrigues in “Conciliaçao” e in “Reforma do Brasil” (1965): “Gli’nteressi del popolo erano stati trascurati dai capi; da ciò lotte, ribellioni e storia cruenta, compromesso e conciliazione; rivoluzione nel senso di trasformazione della struttura economica del regime delle terre, dei cambiamenti nelle relazioni sociali, cose mai viste prima da noi; il grande successo della storia del Brasile è il suo popolo e la grande delusione, i suoi capi”. Continua José Honorio: “Le vittorie, sono oggettive e incontestabili; il Brasile deve al popolo unità politica e integrazione territoriale, meticciamento e tolleranza razziale, omogeneità religiosa, integrazione psicosociale e sensibilità nazionale molto viva, che esige una brasilianizzazione da parte dei contributi stranieri (121-122).
Co Lula e Dilma è stata naugurata una rivoluzione che ancora non è rifinita ma che deve essere consolidata e approfondita. Voglia il cielo che queste elezioni non siano siano imbarazzo e
Voglia il cielo che queste elezioni non siano sprecate con la vittoria di chi rappresenta la vecchia politica oligarchica, più interessata alla crescita economica, al mercato e articolata con la macroeconomia globalizzata più che col destino di milioni che tirati fuori dalla povertà dalle politiche repubblicane e sono diventati soggetti sociali partecipativi della società.
Da questo si vede che è importante che Dilma vinca per garantire, consolidare e arricchire con un nuovo ciclo di trasformazioni questa rivoluzione inaugurale.
Nei primordi della colonizzazione, il cronista ufficiale Pero Vaz de Caminha scrisse che qui “Qualunque cosa semini, attecchisce”. I cinque secoli della storia ancora alla luce del paradigma europeo hanno mostrato la correttezza di tale affermazione. Qui tutto può crescere e ha portato il Brasile a diventare la tavola apparecchiata per sodisfare la fame del mondo intero. E perché che non dovrebbe andar bene un progetto-Brasile nuovo, democratico, sociale, popolare, ecologico, ecumenico e spirituale?
Il popolo brasiliano si è abituato ad “affrontare la vita” per ottenere tutto “con la lotta”, cioè con difficoltà e molto lavoro. Perché non dovrebbe affrontare anche questa grande sfida estrema frapposta nel suo sentiero? Come non conquistarlo “con i denti e unghie”, con la coscienza solidale, con l’organizzazione, con la volontà di arrivare al potere per garantire il potere dello Stato, già per 12 anni al fine di dargli un vero senso e per fare i cambiamenti necessari soprattutto per i più dimenticati e a partire da questi a tutti dando loro un sostegno e garantendo loro un futuro buono per il paese.
Questo cammino è già stato tracciato anche se manca molto per essere completato. Per due volte il ‘nuovo’ è entrato nella stanza dei bottoni. Scarseggiano sempre più gli strumenti con i quali le élites dominanti vogliono tornare al potere con quel progetto neoliberale che ha spezzato i paesi centrali e che ha buttato in braccio alla disoccupazione 100 milioni di disoccupati in Europa e negli Stati Uniti.
Noi ci sentiamo rappresentati nei versi del cantante: “Cantante è solo solo chi porta in petto il profumo e il colore della sua terra, il marchio di sangue dei suoi morti e la certezza della lotta dei vivi” (Saga dell’Amazzonia, di Vital Faria). Questa lotta, noi lo speriamo, sarà vittoriosa. Il paese fiorirà nel fulgore del suo popolo multicolore, con i nostri paesaggi che riempiono i nostri occhi incantati. Ma, valgono le parole dei leader sindacali nei giorni oscuri della sottomissione. “Possono tagliare uno, due, tutti i fiori, ma non potranno impedire l’arrivo della primavera”.
La primavera è vicina. Insieme al sole primaverile vogliamo celebrare la vittoria della maggioranza del popolo, rieleggendo, Dilma Rousseff.
Se non avviene adesso, rimane la sfida del futuro. Quello che deve essere, è forte e arriverà un giorno, giorno benedetto, giorno di trionfo.
