With Pope Francis, the Third World has come to the Vatican

There is broad awareness of the many innovations that Pope Francis, the Bishop of Rome, as he likes to be called, has introduced in papal behavior and in his style of presiding over the Church, with tenderness, comprehension, dialogue and compassion.  More than a few are perplexed, because they were accustomed to the classic style of the popes, forgetting that it is a style handed down from the pagan Roman emperors, from the name «Pope» to that richly adorned cape on their shoulders, the muceta, the symbol of absolute imperial power, which Francis promptly rejected.

We must remember once again that the present Pope comes from the periphery of the central European Church. He has a different ecclesiastical experience, with new customs and with a different way of experiencing the world and its contradictions. As he consciously expressed it in his lengthy interview with the Jesuit magazine, Civilta Catolica: «The young Churches have developed a synthesis of faith, culture and the life hereafter, which therefore is different from that developed by the older Churches». They are not characterized by change, but by stability and it is hard for them to incorporate new elements coming from the modern secular and democratic culture.

Here Pope Francis emphasizes the difference. He has the consciousness that he comes from a different manner of being Church, which has matured in the Third World. The Third World is characterized by profound social injustices, by the absurd number of favelas, shanty towns, that surround almost every city, by the always despised native cultures, and by the legacy of slavery shadowing the afro-descendants, who are subjected to great discrimination. The Church understands that, besides her specific religious mission, she cannot avoid her urgent social mission: to stand with the weak and oppressed, and to struggle for their liberation. In several gatherings the Bishops of the Latin-American and Caribbean continent, (CELAM), developed the preferential option for the poor in challenging their poverty, and the liberating evangelization.

Pope Francis comes from this ecclesiastical and cultural breeding ground. Here, in the Third World, these options, with their theological reflections, with their form of living the faith in community networks and with celebrations that incorporate the popular style of praying to God, are obvious matters. But they are not so for Christians of the old European Christianity, who are filled with traditions, theologies, cathedrals and a sense of the world impregnated with the Greek-Roman-Germanic culture in the articulation of the Christian message. Because the Pope comes from a Church that gave centrality to the poor, he first visited the refugees in the Isle of Lampedusa, continued with the Jesuit center in Rome, and then the unemployed in Corsica. It is natural for him, but it is almost a «scandal» for the Roman curia, and unprecedented to other European Christians. The option for the poor reaffirmed by the last Popes was purely rhetorical and conceptual. There was no real encounter with the poor and with those who suffer. Francis does exactly the opposite: the good news is affective and effective praxis.

Perhaps these words by Francis clarify his style of living and of seeing the mission of the Church: «I see the Church as a field hospital after a battle. It is useless to ask a gravely wounded soldier if his cholesterol and blood sugar are high. First the wounds must be healed, then we can talk of the rest». «The Church, –Pope Francis continues–, often focuses on small things, on petty precepts. The most important, much better, is to first announce: “Jesus saved you”. For this, the ministers of the Church must in the first place be ministers of mercy.  The structural and organizational reforms are secondary, that is, they come later.  Therefore, the first reform must be the reform of attitude». «The ministers of the Gospel must be capable of warming people’s hearts, of walking with them in the night, knowing how to dialogue, and also being able to enter their night, their obscurity, without getting lost». «The people of God –Pope Francis concludes– want pastors, not functionaries or clerics of the State». In Brazil, talking to the Bishops of Latin America, the Pope tasked them with forging a «revolution of tenderness».

Therefore, centrality is not given to doctrine and discipline, so dominant lately, but to humans, and their searches and inquires, be they believers or not, as Pope Francis showed in his dialogue with Eugenio Scalfari, the former editor of the Roman daily, La Repubblica, who himself is a non-believer. These are new winds that blow from the new peripheral Churches, touching the whole Church. Spring is really coming, filled with promises.

Gravidade dos problemas ambientais e a inconsciência generalizada

Somos gratos a Washinton Novaes por toda semana em O Estado de São Paulo nos brindar com dados e reflexões atualizadas sobre o estado da Terra, da vida e da Humanidade. Ajuda a superar a geral inconsciência da maioria da população mas especialmente de nossos governantes, na linguagem de Fritjof Capra verdadeiros “analfabetos ecológico”. Estamos rumando na direção de um abismo e eles continuam a discutir taxas de juros, inflação, metas como se tivéssemos todo o tempo futuro à sua disposição. Não se preocupam com o principal que é o pressuposto de todos os demais problemas.  É cada vez mais freqüente na sociedade a sensação de que as instituições das áreas de políticas públicas  (Executivo, Legislativo; no Judiciário os problemas têm outros formatos)  parecem  sempre mais distantes da formulação de macropolíticas e projetos capazes de resolver nossos gravíssimos problemas sociais. Suas decisões ou são muito limitadas na abrangência ou atendem a interesses específicos dos formuladores e dos que os apóiam – não da sociedade nem da solução de graves carências que a afligem.

 

     Ainda há poucos dias (28/9), este jornal publicou em várias páginas as gravíssimas conseqüências das alterações no clima do planeta enumeradas no novo relatório do Painel Intergovernamental de Mudanças Climáticas (IPCC, da ONU) e endossadas pela quase totalidade dos cientistas. Que conseqüências ou desdobramentos isso está tendo em nossas políticas internas ? Que urgência está sendo dada às recomendações do IPCC, embora seu secretário-geral, Rajendra Pachauri, tenha dito que o mundo está “a cinco minutos da meia noite” ?

 

         Não que nos faltem, internamente, informações capazes de embasar políticas adequadas. Ainda há poucas semanas, o próprio relatório de 345 cientistas do Painel Brasileiro de Mudanças Climáticas – onde o governo federal está representado – afirmou que a temperatura no nosso Semiárido (que já passa pela maior seca em 50 anos)  poderá aumentar de 3 a 4,5 graus Celsius até o fim do século, com a 40 a 50% menos de chuvas; na Amazônia poderão ser 6 graus mais; na Mata Atlântica do Sudeste poderá haver 30% mais de chuvas, no Cerrado 40% menos. Vamos mudar algo ? Estudo de grupo interdisciplinar de 26 pesquisadores da Unicamp alerta (1/10) que, ao contrário, a expansão da cana-de-açúcar no Centro-Oeste, em função de vantagens econômicas de curto prazo, esconde problemas sociais e ambientais que “tendem a se agravar por causa de mudanças climáticas”. A necessidade de irrigação intensa, principalmente, está levando a conflitos pelo uso de recursos hídricos cada vez mais escassos – quando o conveniente seria gerar variedades mais resistentes às condições locais. Enquanto isso, as administrações públicas “parecem fascinadas demais pela riqueza fácil” trazida pela cultura.

 

         Nessa área dos recursos hídricos, não é preciso trazer de novo os dramas do saneamento, com quase 90 milhões de pessoas no país sem ligação de suas casas com redes de esgotos, quase 15 milhões sem receber água tratada – e com todas as nossas bacias hidrográficas, da Bahia ao Sul,  em “situação crítica”, segundo a Agência Nacional de Águas, por causa do despejo de esgotos sem tratamento.

 

         Mas não é só aqui. Na recente 23.a Semana Mundial da Água, em Estocolmo, lembrou-se (2/9) que as insuficiências no abastecimento de água provocam 5 mil mortes diárias no mundo, quase 2 milhões por ano. 350 cientistas reunidos no seminário “Water in the Anthropocene”, em Bonn, asseguraram (New Scientist, 1/6) que “em apenas uma ou duas gerações a maioria da população da Terra sofrerá com a falta de água de boa qualidade”.Mais de metade dos rios e córregos dos Estados Unidos, diz a Agência de Proteção Ambiental daquele país (16/4), já tem problemas graves  de contaminação dos peixes, contaminação por bactérias fecais e nutrientes contidos em fertilizantes, que fazem proliferar algas, poluem com fósforo e nitratos. A cada ano, diz o Programa das Nações Unidas para o Meio Ambiente – PNUMA que 100 milhões de toneladas de nitrogênio usadas nas lavouras chegam aos oceanos. O respeitado Thomas Friedman (The New York Times) contou neste jornal (STADO, 10/5) que ao visitar o Iêmen encontrou uma cidade na região de montanhas  (Taiz) onde as pessoas  só podem usar as torneiras de suas casas por 36 horas a cada 30 dias; no restante do tempo, têm de pagar por água transportada por caminhões que a comercializam.

 

         A gravidade progressiva dos conflitos por água já está à vista. O volume de água necessário para produzir energia dobrará no mundo em 15 anos, segundo a Agência Internacional de Energia (O Globo, 31/3). Enquanto isso, já chegamos à perda de 50% das áreas úmidas no planeta, com o avanço da exploração agropecuária, industrial e urbana. E ainda precisaríamos aumentar o consumo de água para irrigação, de 70% do total atual para 90%, com o aumento da população. Como ? No Forum Mundial da Água, em junho, em Foz do Iguaçu, o brasileiro Benedito Braga, seu presidente, enfatizou que o Nordeste brasileiro “já precisa armazenar água”. E foi ao ponto central abordado no início deste texto:   “Soluções técnicas nós temos; mas a questão é política; e necessita de recursos financeiros.”

 

         Enquanto não chegamos às macropolíticas e à conjugação de projetos, vamos com ações isoladas. São Paulo lança pacote de barragens e diques urbanos, mas continuamos com centenas de milhares de pessoas morando em áreas de preservação obrigatória às margens de reservatórios para abastecimento. Enquanto se vai buscar mais água a dezenas de quilômetros de distância e a custos altíssimos; outras tantas pessoas vivem em áreas de risco, sujeitas a deslizamentos, desmoronamentos. Não se consegue evitar que dezenas de afluentes do Tietê, sepultados sob o asfalto, levem para o rio mais lixo e sedimentos; e ele tem mais de 100 quilômetros de suas águas sob um mar de espuma, que o transforma no rio mais poluido do país, embora a nascente, em Salesópolis, continue a fornecer água potável (ESTADO, 22/9).

 

         Onde teremos de chegar ? Todos os dias discutimos o crescimento ou recuo do produto interno bruto, o avanço ou decréscimo da dívida pública, o progresso ou retrocesso deste ou daquele setor econômico, mais ou menos empregos – mas sem discutir o que está na base física de tudo: os recursos naturais (que não são infinitos). Será preciso enfrentarmos racionamentos, penúrias ?  Não teremos competência para formular políticas adequadas ?

 

Papst Franziskus holt die Dritte Welt in den Vatikan

Die zahlreichen Innovationen, die Papst Franziskus, oder der Bischof von Rom, wie er sich gern nennen lässt, eingeführt hat, sind weithin bekannt. Sie beziehen sich auf seine Gewohnheiten und seine Art, der Kirche in Sanftmut, Verständnis, Dialog und Mitgefühl vorzustehen.

 

Manche sind verblüfft darüber, denn sie sind an den klassischen Papststil gewohnt und vergessen, dass dieser ein Erbe der heidnischen römischen Kaiser ist, vom Namen „Papst“ bis zur Mozetta, dem reich verzierten Schulterkragen, Symbol der absolutistischen kaiserlichen Macht, die Franziskus schnell ablehnte. 

 

Wir dürfen nicht vergessen, dass der aktuelle Papst von außen, also aus der Peripherie der zentralen europäischen Kirche, stammt. Er hat einen anderen kirchlichen Erfahrungshintergrund mit neuen Gewohnheiten und einer anderen Art, die Welt mit ihren Widersprüchlichkeiten wahrzunehmen. Er hat dies bewusst in seinem ausführlichen Gespräch mit der Jesuiten-Zeitschrift Civiltà cattolica zum Ausdruck gebracht: „Die jungen Kirchen entwickeln eine Synthese aus Glauben, Kultur und Leben im Werden. Sie unterscheiden sich von darin von der Synthese der älteren Kirchen.“  Diese sind nicht so sehr vom Denken für die Zukunft geprägt, sondern von der Stabilität, und es fällt ihnen schwer, neue Elemente der modernen weltlichen und demokratischen Kultur aufzunehmen.

 

An dieser Stelle insistiert Papst Franziskus auf der Unterschiedlichkeit. Ihm ist bewusst, dass er eine andere Erfahrung von Kirche-Sein mitbringt, die sich in der sogenannten Dritten Welt entwickelt hat. Er wurde geprägt von der tiefen sozialen Ungerechtigkeit, der absurden Anzahl von Slums, die fast alle Städte umgeben, von den indigenen Kulturen, die noch immer gering geschätzt werden, und von der Diskriminierung, die die Nachkommen einstiger afrikanischer Sklaven noch heute erfahren. Die Kirche hat begriffen, dass sie sich nicht mit ihrem spezifischen religiösen Missionsauftrag zufrieden geben kann, sondern dass es ihr auch um eine dringende soziale Mission auf Seiten der Schwachen und Unterdrückten gehen muss und um den Kampf für deren Befreiung. In mehreren Bischofsversammlungen des lateinamerikanischen Kontinents und der Karibik (CELAM) reifte die Option für die Armen und gegen deren Armut sowie für die Evangelisierung der Befreiung.

 

Papst Franziskus kommt aus dieser kirchlichen und kulturellen Schmelztiegel. Hier finden sich ganz selbstverständlich diese Optionen mit ihren theologischen Reflexionen, mit einer Art, den Glauben in einem Netz von Gemeinschaften zu leben und im Gottesdienst den Gebeten aus dem Volk einen Platz zu geben. Dies ist nicht der Fall für die Kirche der alten europäischen Christenheit, die von Traditionen geprägt ist, von Theologien, Kathedralen und einer Weltsicht, die vom hellenistisch-römisch-germanischen Stil geprägt ist, die christliche Botschaft zu transportieren. Da Franziskus aus einer Kirche stammt, die die Armen in ihren Mittelpunkt stellt, besuchte er zuerst die Flüchtlinge auf der Insel Lampedusa, ging dann nach Rom zum Zentrum der Jesuiten und anschließend zu den Arbeitslosen Korsikas. Für ihn ist dies selbstverständlich, doch für die anderen europäischen Christen ist dies beinahe skandalös und unerhört. Die Option für die Armen, von den Vorgängerpäpsten noch bekräftigt, war nichts als rhetorisch und konzeptuell. Es gab keine wirklichen Begegnungen mit den Armen und dem Leid. Mit Franziskus erleben wir das genaue Gegenteil: die Verkündigung besteht in affektiver und effizienter Praxis.

 

Vielleicht machen diese Worte Franziskus’, seine Art zu leben und den Auftrag der Kirche zu sehen, verständlich: „Ich sehe die Kirche als ein Krankenhaus auf dem Land nach einer Schlacht. Es ist unwesentlich, einen Schwerverletzten zu fragen, ob er einen erhöhten Cholesterin- oder Zuckerspiegel hat! Die Wunden müssen versorgt werden. Danach kann man über anderes reden.“ „Die Kirche“, fährt er fort „hat sich manchmal in Kleinigkeiten eingeschlossen, in kleine Grundsätze”.

“Am wichtigsten ist aber die erste Ankündigung: „Jesus hat dich erlöst!“ Folglich müssen die Diener der Kirche an erster Stelle Diener der Barmherzigkeit sein. Strukturelle und organisatorische Reformen sind zweitrangig, d. h. sie müssen anschließend durchgeführt werden. Die erste Reform gilt der Haltung. Die Diener des Evangeliums müssen in der Lage sein, die Herzen der Menschen zu erwärmen, mit ihnen durch die Nacht zu gehen, den Dialog aufzugreifen und ebenfalls in ihre Dunkelheit aufzubrechen, ohne sich zu verirren. Das Volk Gottes“, sagt er abschließend, „braucht Hirten, nicht Beamte oder Kleriker des Staates.“ In Brasilien wandte er sich an die lateinamerikanischen Bischöfe und gab ihnen den Auftrag, die „Revolution der Sanftmut“ durchzuführen”.

 

“Daraus folgt, dass im Mittelpunkt nicht die Doktrin oder die Disziplin steht, die in der vorigen Periode so dominant waren, sondern der Mensch auf seiner Suche, ob gläubig oder nicht gläubig”. Dies zeigte sich im Dialog, den Franziskus mit dem Nicht-Gläubigen und ehemaligem Chefredakteur der römischen Tageszeitung „La Repubblica“, Eugenio Scalfari, führte. Dies ist ein neuer Impuls, der von den neuen Kirchen der Peripherie kommt und der ganzen Kirche einen frischen Wind verleiht.

Der Frühling ist wirklich eingetroffen, und er ist viel versprechend.

 

 

 

 

 

An Open Letter to Pope Francis: an Assembly for Life on Earth

Dearest Pope Francis,

We, the undersigned Christians,  as well as persons of other religions and persons of good will, address this Open Letter to You, with a very special petition. We would like You to call a global event, such as an Assembly, in defense of life on Earth.

Today life is mortally wounded: by hunger (900 million people worldwide), by thirst (1200 million persons do not have clean water to drink every day, and 2400 million lack basic sanitation), by war, by the destruction of the environment (the soil, water, biodiversity, air) and, above all, humanity and all forms of life are threatened by astonishing climate changes. As the Aparecida Document says, we are experiencing not only an epoch of changes, but a change of epoch (DAp 44). A consumerist and predatory society such as at present holds no future for humanity as a whole.

When creating the world, God gave the Earth to men and women for us “to cultivate it and to guard it” (Gen 2,15). After the Flood, when Noah left the Ark with his family and all the animals that were there, God made with them a primordial alliance, saying: “For my part, I will establish a covenant with you, and with your descendents; with every living creature that is with you, with the birds, the domestic and wild animals. In sum, with all the animals of the Earth that leave the ark with you” (Gen 9, 9-10). Apostle Paul himself tells us that “creation itself awaits liberation from the bondage of corruption into the freedom that is the glory of the children of God”  (Rom 8, 21). Thus, God loves all that God has created and has commanded us to care for this divine creation.

The traditional and original peoples and, lately, the scientists, have warned that all forms of life on the face of the Earth are in danger. Yet, there exists no response from the political and economic world that is equal to the challenge of this historical moment.  As You, Yourself, have said, we cannot passively accept the globalization of indifference.

You have the moral and spiritual authority with all of humanity to call it to this urgent debate and even more urgently needed actions. We petition you as a means of contributing to the effectiveness of your gestures, which call us to care for and protect life under threat. You expressed these gestures on the way to Lampedusa, during the World Gathering of Youth in Brazil, in your visit with the immigrants in Italy, and in the fast against war. If You do call an Assembly to defend life in its plenitude, listen not only to the specialists, but also to the original peoples impacted by the destruction  of their environment, to those affected by, and refugees from, climate change, to the victims of hunger and thirst. Certainly, a great part of humanity will promptly heed this call.

This is what we, the undersigned, also wish. With respect and a fraternal embrace, in the spirit of Saint Francis of Assisi, in communion with all forms of life and all of humanity, we confirm our petition.
