BRASILE REALE E BRASILE VIRTUALE

Esistono due Brasili, ma con logiche e dinamiche differenti.

C’è il Brasile predominante, profondamente diseguale e perciò profondamente ingiusto che riproduce una società malvagia, non ha né compassione né misericordia verso le grandi maggioranze. Secondo l’IPEA, 71 multimiliardari , ossia 5 mila famiglie allargate possiedono gran parte della ricchezza nazionale e dimostrano un ridottissimo senso sociale, insensibili alla disgrazia di milioni che vivono nelle centinaia di favelas che circondano quasi tutte le nostre città. È da questi che ha origine, in gran parte, l’odio e la discriminazione che nutrono per i poveri e per i figli e le figlie della schiavitù. Cose che avvengono anche ai nostri giorni.

Non sono d’accordo assolutamente col pessimismo di Paulo Prado in un libro del 1928 dal taglio ironico: “Retrato do Brasil: ensaio sobre a tristeza brasileira”. Per lui, tristezza, pigrizia, lussuria e avidità sarebbero i tratti specifici del brasiliano. C’è gente che pensa ancora così, a dispetto di tutto quello che è stato fatto in campo sociale.

A fianco di queste distorsioni, vive un altro lato dello stesso Brasile, quello dei poveri che lottano coraggiosamente per sopravvivere, che in mezzo alla miseria fa trasparire una gioia che viene dal di dentro, che danzano e venerano il loro santi e le loro sante forti e non hanno bisogno di credere in Dio, perché lo sentono a pelle e ad ogni passo della loro vita. È il Brasile dei disprezzati dai settori conservatori, che hanno come bussola il PIL e i consumi. Questi disprezzati vengono considerati meno che zero, olio esausto, inservibili per il sistema, perché producono poco e consumano ancor meno.

Questo Brasile così spaccato, con lati contrapposti, costituisce una contraddizione viva e scandalosa. Possiede un’eredità tragica, che giunge fino a noi dell’eccidio dei nativi e che ancora persiste; del colonialismo, che ci ha regalato il complesso dei buoni a nulla e che penetrò in forma di archetipo psicológico nella casa Grande del Signore bianco e nella Senzala degli schiavi negri; si manifesta nel fossato che spacca il paese da cima a fondo e ci rende eredi di una repubblica con democrazia, più farsa che realtà, dato che è composta – ancora oggi – nella sua stragrande maggioranza da corrotti che approfittano del bene pubblico per realizzare fortune private (patrimoni).

Il popolo brasiliano, frutto dell’amalgama di individui provenienti da 60 paesi differenti, non ha ancora finito di nascere. È in corso il suo farsi nonostante le contradizioni, indica un meticciato ben riuscito, che potrà configurare il volto singolare del Brasile come potenza dei tropici. Il Brasile sopradescritto mi pare quello reale, pieno di ingiustizie e contraddizioni.

Ma c’è ancora un ulteriore Brasile, è il Brasile dell’immaginario, che vive nei sogni del popolo. Un Brasile grande, amata patria, benedetto da Dio, Brasile fatto di calda umanità, di musica popolare, di ritmi africani, di calcio, di carnevale, di belle spiagge, di bella gente. Questo smuove i sentimenti del popolo.

È l’utopia Brasile, che, come ha insegnato il maestro Celso Furtado che “è frutto di dimensioni segrete della realtà, di un affiorare di energie compresse che anticipa l’allargamento dell’orizzonte delle opportunità, aperto a una società che vogliamo giusta, fraterna e felice”. Questo Brasile esiste solamente in sogno, ma sta nascendo; ci dà forza di sopportare le amarezze del presente. Il sogno e l’utopia appartengono alla realtà nel suo stato potenziale e virtuale.l dato è compiuto e non esaurisce le virtualità del reale. Se come realtà future sono queste le realtà che antevediamo e ci conservano la giovialità e alimentano la speranza che i corrotti di oggi, i nemici della democrazia, che votano l’impeachment della Presidentessa Dilma, non trionferanno. Saranno cancellati dalla memoria collettiva. Stigmatizzati, cenere e polvere copriranno i loro nomi.

La nostra sfida è far incontrare il Brasile reale con il Brasile virtuale, che contenendo più verità dell’altro modellerà la vera immagine del nostro paese.

Threats to Mother Earth and how to confront them

There are four threats that our Common Home faces, and which demand from us our special attention.

The first is how in modern times the Earth is viewed as an object of ruthless exploitation, seeking only the greatest profits, without regard to life or purpose. This vision, that has brought undeniable benefits, has also created a dis-equilibrium in all the ecosystems, which has caused the present generalized ecological crisis. With that vision entire nations were destroyed, as in Latin America, where the Atlantic jungles, and, in part, the Amazon rain forests, have been devastated.

In January 2015, 18 scientists published in the well known magazine Science, a study on “The planetary limits: a guide for a human development on a planet in mutation”. They enumerated 9 fundamental aspects for the continuity of life. Among them were climate equilibrium, maintenance of bio-diversity, preservation of the ozone layer, and control of acidity of the oceans. All of these aspects are in a state of decline. But two, that they call the “fundamental limits”, are the most degraded: through climate change and the extinction of species. The breakdown of these two fundamental frontiers can cause the collapse of our civilization.

In this context, to care for the Earth means that to the conquest paradigm, that devastates nature, we must oppose the paradigm of caring, that protects nature. The paradigm of caring cures old wounds and prevents future wounds. Caring leads us to live in harmony with all the other beings and to respect the rhythms of nature. We must produce what we need to live, but carefully, within the tolerable limits of each region and the riches of each ecosystem.

The second threat is the death machine of weapons of mass destruction: chemical, biological and nuclear. These weapons already exist. They can destroy all life on the planet in 25 different ways. Since security is never absolute, we have to be careful that these weapons are not used in war, and that their security mechanisms are ever more secure.

To this threat we must oppose a culture of peace, of respect for the rights of life, nature and of Mother Earth, openness and dialogue between the peoples. Instead of win-lose, to live a win-win paradigm, seeking convergence of diversities. This means creating equilibrium and generating caring.

The third threat is the lack of drinking water. Of all the water on Earth only 3% is potable water, the rest is salt water. Of that 3%, 70% goes to agriculture, 20% to industry and only 10% is for human use. It is a ridiculous share, which explains the fact that more than a billion people live without sufficient potable water.

We must care for the Earth’s water, and for the forrests and the jungles, because they are the natural protectors of all the waters. To care for the water demands ensuring that the sources are surrounded by trees and that all rivers have vegetation on their banks, because this vegetation nourishes the sources. More than half of the rain forrests have been destroyed, altering the weather, drying up rivers or diminishing the waters in the aquifers.

The best we can do is reforestation.

The fourth great threat is the increasing warming of the Earth. It is a property of the geophysics of the planet that it experiences alternating cold and warm phases. But this natural rhythm has been altered by excessive human intervention in all aspects of nature and the Earth. Carbon dioxide, methane and other gases of the industrial process have created a cloud that surrounds the Earth and retains the warmth here below. We are nearing an increase of 2 degrees centigrade. Life cycles could barely function at this level.

The Paris COP21 at the end of 2015 created a consensus among 192 countries to do everything possible not to reach 2 degrees centigrade, and to try for 1.5 degrees centigrade, the level of pre-industrial society. If we exceed this level, the human species will be dangerously threatened.

Not without reason scientist have created a new name for our times: the anthropocene. This represents a new geologic era, in which the greatest threat to life, the true Satan of the Earth, is the human being itself, with its irresponsibility and lack of caring.

Others posit the hypothesis under which Mother Earth would not want us to live in her home anymore and would search for a way to eliminate us, either through an ecological disaster of apocalyptic proportions or through a very powerful and invincible super bacteria, thus allowing that the other species no longer feel threatened by us and may continue with the process of evolution.

Against global warming we must seek alternative sources of energy, such as solar energy and wind power, because fossil fuel, oil, the motor of our industrial civilization, produces large quantities of carbon dioxide. We must put into practice the various “Rs” of the Earthcharter: reduce, reuse and recycle, reforest, respect and reject the consumerist call.

Everything that may contaminate the air must be avoided, so as to slow global warming.

Was für ein Brasilien wollen wir: ein gerechtes oder nur ein reiches?

Die aufgeheizte Stimmung der politischen Parteien und der Gesellschaft erschweren es zu erkennen, worum es zurzeit wirklich geht: Was für ein Brasilien wollen wir? Ein gerechtes Land oder nur ein reiches Land? Logischerweise wäre es ideal, ein Land zu haben, auf das beides zutrifft. Doch wir müssen uns entscheiden zwischen den unterschiedlichen Wegen zu diesem Ziel. Einige behindern diesen Weg, andere machen ihn möglich.

Wenn wir ein gerechtes Land wollen, müssen wir für den Weg der republikanischen Demokratie stimmen, d. h. das Gemeinwohl über das individuelle Wohl stellen. Daraus ergibt sich, dass die Politik sich mehr um die Bedürftigen kümmert und somit unsere perverse soziale Ungleichheit reduziert. Mit anderen Worten: Es wird mehr soziale Gerechtigkeit geben, eine bessere Verteilung der zur Verfügung stehenden Güter und somit ein Rückgang der Gewalt. Dies ist, was die Lula-Dilma Regierung tat, als sie ca. 36 Millionen Menschen von Hunger und Elend befreite und andere soziale Programme durchführte.

Wollen wir ein reiches Land, so stimmen wir für die liberale Demokratie (die Spuren ihrer bürgerlichen Wurzel trägt) innerhalb des Rahmens von kapitalistischer oder neoliberaler Produktion. Neoliberalismus stellt das private Wohl über das Gemeinwohl. Zu diesem Zweck bevorzugt er Investitionen in große Projekte und Infrastrukturen, sodass die Industrie effizient ist und ihre Produkte die Konsumenten anzieht. Die Armen sind nicht vergessen, aber sie werden von der Politik nur schwach bedacht.

In seinem Buch „Kapitalismus im 21. Jahrhundert“ zeigt Thomas Piketty auf, dass der Kapitalismus das beste je erdachte Mittel zur Anhäufung von Reichtum ist. Doch er erkennt, dass dort, wohin Kapitalismus floriert, schon bald Ungleichheiten eingeführt werden, denn Kapitalismus ist geeignet für die private Anhäufung und nicht für die Verteilung des Reichtums. Noch besser entwickelt er das in seinem anderen Buch „Ökonomie der Ungleichheiten“ (L’économie des inégalités). Mit anderen Worten: Ungleichheit ist soziale Ungerechtigkeit, denn Reichtum wird angehäuft, indem Armut geschaffen wird. Kapitalismus erlegt Lohnkürzungen auf, ökonomische Anpassungen, die Sozial- und Arbeitspolitik unterminieren und den niedrigen Klassen den Aufstieg erschweren. Vorherrschend ist Wettbewerb, nicht Solidarität. Der Markt dirigiert die Politik, Gemeingüter werden privatisiert und der Staat darf nur minimal intervenieren, wobei seine vorrangigen Pflichten darin bestehen, für Sicherheit zu sorgen und die Grundversorgung zu garantieren.

Noch mehr: Das unkontrollierte Streben nach Reichtum durch einige Wenige beinhaltet die Ausbeutung der Naturgüter, die inzwischen fast erschöpft sind, sodass wir die physischen Grenzen der Erde erreicht haben. Ein beschränkter Planet kann kein unbegrenztes Wachstum des Reichtums ertragen. Wir brauchen fast anderthalb Erden, um menschliche Anforderungen zu erfüllen, was für die Erde unnachhaltig ist und sogar die bloße Reproduktion des kapitalistischen Systems unmöglich macht.

Eine kapitalistische Makrowirtschaft wird durch die primären Länder, besonders durch die Vereinigten Staaten, als eine Form der Kontrolle und der erzwungenen Anpassung an imperialistische Strategien für alle auferlegt. Doch wie Mark Thoma, der Makro-Wirtschaftswissenschaftler der Universität Oregon, Verteidiger des Kapitalismus, beobachtet, funktioniert der Kapitalismus nicht mehr gut, weil die gegenwärtige systemische Krise unlösbar scheint. Die kapitalistische Ordnung wird sicher ihrer Grenzen bewusst.

Wie ist der Zankapfel in der gegenwärtigen Politik Brasiliens? Die Opposition stimmte für eine neoliberale Makrowirtschaft. Oppositionsführer verkündigen öffentlich, dass Gehälter viel zu hoch sind, dass Petrobras, die Bank Brasiliens und der Postdienste privatisiert werden sollten. Wir kennen diese Formel bereits. Sie ist grausam gegen die Armen und schlecht für die Arbeiterklasse, denn sie bevorzugt die Anhäufung des Reichtums und folglich soziale Ungleichheit. Kapitalismus ist für die Kapitalisten gut, aber für die große Mehrheit der Bevölkerung schlecht. Reichtum kann auf Kosten der Armut und sozialen Ungerechtigkeit nicht geschaffen werden.

Ein geopolitisches Element muss auch hinzugefügt werden, das hier nicht ausführlich besprochen wird. Die Vereinigten Staaten dulden keine aufstrebende Macht wie Brasilien, das mit BRICS und China assoziiert ist, die immer mehr in Lateinamerika eindringen. Progressive und populäre Regierungen müssen destabilisiert werden, indem man ihre Politik verleumdet und ihre Anführer diffamiert.

Die Arbeiterpartei, PT, und die progressiven Gruppen und politischen Parteien wollen den Weg der republikanischen und partizipatorischen Demokratie. Sie streben danach, ihre sozialen Siege zu gewährleisten und auszubreiten. Es ist nicht gewiss, dass ein neoliberaler Sieg sie zurückhalten würde, weil dieser einer anderen Logik folgt, der Logik des Kapitalismus, d. h. der Maximierung von Gewinnen.

Die gegenwärtige Regierung sucht ihren eigenen Weg in der Volkswirtschaft und internationalen Politik mit dem Bewusstsein, dass die Weltwirtschaft bald eine in erster Linie ökologische Basis haben wird. Dann werden wir als eine Macht auftreten, die dazu fähig ist, den Tisch für die Hungernden und Dürstenden der ganzen Welt zu decken. Diese Tatsache sollte nicht vergessen werden. Aber die Hauptaufgabe wird sein, die schändliche soziale Ungleichheit, die Armut und das Elend durch die Sozialpolitik zu überwinden, indem Gesundheit und Ausbildung betont werden.

Die Antriebskraft der ungestümen Opposition gegen die Regierung von Lula-Dilma ist der Wunsch, ihre republikanischen Projekte zu liquidieren, weil es für sie hart ist, die Überlegenheit der Armen und ihrer Teilnahme im sozialen Leben zu akzeptieren.

Aber das ist das Projekt, das auf den Kummer reagiert, der Celso Furtado überall in seinem ganzen Leben verfolgte: «Warum befindet sich Brasilien, das so reich ist und so viel Potential besitzt, weiterhin im Rückwärtsgang. Die von Lula-Dilma gegebene Antwort antwortet auf die Klage von Celso Furtado und ist nicht nur für die Armen gut, sondern für alle.

Diese Frage zu verstehen heißt, den zentralen Punkt der brasilianischen politischen Krise zu begreifen, die allen anderen Krisen zugrunde liegt.
