We are flying blind: where are we going?

Those who read my previous articles, “The deadly corporate world empire” and “The worst form of global government: that of businessmen”, surely would have concluded that passengers in this spacecraft-Earth travel under totally different conditions. A small group of the super-rich occupy first class, with scandalous luxury; other lucky ones travel in economy class, and are served reasonable food and drinks. The rest of humanity, and there are millions, travel in the cargo hold, where the temperature is many degrees below zero, almost dying of hunger, thirst and desperation. They bang on the walls of those above them screaming: “either we share what we have in this unique spacecraft or at some point the resources will be exhausted and regardless of social class, we will all die”. But who will listen to them? The comfortable ones sleep undisturbed after a very generous banquet.

This is, metaphorically, humanity’s real situation. We are truly lost and flying blind.  How have we reached this threatening situation?

We have experimented with two models of production and of utilization of natural goods and services to fulfill human demands: socialism and capitalism. Both have failed. There is no need to go into detail of how that happened. In practice, the socialist system was one of a centralized state planned economy. It reached reasonable levels of equality-equity in the fields of education, health, and housing, but due to internal and external reasons, especially its dictatorial character, it was unable to resolve its contradictions, and it collapsed.

The neo-liberal capitalist system of free markets with scant control by the State also failed due to its internal logic, that of accumulating material goods without limit, or any other considerations. It produced two grave injustices: social injustice, where the wealthiest 20% controls 82.4% of the riches of the Earth, and the poorest 20% must make do with only 1.6%; and an ecological injustice, devastating whole ecosystems and eliminating species of living beings at the rate of 70-100 thousand per year. This system collapsed in 2008, precisely in the heart of the central countries.

Chinese communism is sui generis: it pragmatically combines all modes of production, from the use of the physical labor of people and animals, to the highest technology, joining state, private or mixed properties, so that the final result is better production with only a minimal sense of social or ecological justice.

But is important to recognize that there is a growing certainty that the system-Earth, limited in goods and services, small and over-populated, no longer can support unlimited growth. She has lost the conditions necessary to replenish that which we take away, and therefore the Earth-system is becoming more and more unsustainable. But as a living super-entity, the Earth reacts ever more violently: with sudden climate changes, hurricanes, tsunamis, thaws, terrifying depopulations, erosion of biodiversity and an ever increasing global warming. When will this process stop? If it continues, where will it take us?

It is urgent that we change course, this is, that we adopt new principles and values, capable of organizing in an amicable form our relations with nature and with our Common Home. The most inspiring document certainly is The Earth Charter, born of a world consultation that lasted eight years, inspired by Mikhail Gorbachev and approved in 2003 by UNESCO. The Charter incorporates the best data of the new cosmology, that shows the Earth as a moment in a vast universe in evolution, alive and endowed with a complex community of life. All living beings are carriers of the same basic genetic code, making all of us relatives.

Four fundamental principles structure The Charter: (1) respect and caring for the community of life; (2) ecological integrity; (3) social and economic justice; (4) democracy, non-violence and peace. The document warns severely: «either we form a global alliance to care for the Earth and for one another, or we risk our own destruction and that of the community of life» (preamble).

The final words of The Charter call on us to retake humanity: «as never before in history, the common destiny calls on us to search for a new beginning. This requires a change of mind and heart. It calls for a new sense of global interdependence and universal responsibility. Only in this way will we reach a way of living sustainably, at the local, regional, national and global levels» (conclusion).

Let us note that it does not speak of reforms, but of a new beginning. It is about re-inventing humanity. Such a purpose demands a new way of looking at the Earth (mind), seen as a living entity, Gaia, and a new relationship of caring and love (heart), obeying the universal logic of interdependency of all with all and of a collective responsibility for the common future.

This is the path to follow that will serve as the navigation map so that the vessel-Earth lands safely in a different type of world.

Oggigiorno fare la rivoluzione vuol dire tirare il freno di emergenza

Si attribuisce a Carlo Marx una frase pertinente: “Si fanno soltanto le rivoluzioni che si fanno”. Vale a dire, la rivoluzione non configura un atto soggettivo e volontaristico, così non appena avviene, è subito sconfitta per essere immatura e per mancanza di consistenza.

La rivoluzione avviene quando le condizioni della realtà sono obiettivamente mature e simultaneamente esiste nei gruppi umani la volontà soggettiva di volerla. Allora essa irrompe con possibilità sempre garantita, di vincere e consolidarsi. Attualmente noi avremmo tutte le condizioni obiettive per una rivoluzione. Il termine “rivoluzione” è inteso qui in senso classico, come un cambiamento dei fini generali di una società che crea i mezzi adeguati per raggiungerli, il che implica cambiamento delle strutture sociali, giuridiche, economiche e spirituali di detta società. Il degrado generale in quasi tutti gli ambiti, specialmente nella struttura naturale che sostiene la vita è così profondo che anche solo per questo ci sarebbe bisogno di una rivoluzione radicale. Se no, potremmo arrivare troppo tardi e assistere a catastrofi ecologico- sociali di magnitudine mai vissute prima dalla storia umana.

Ma non esiste ancora, tra “i padroni del potere” la coscienza collettiva di questa urgenza. E nemmeno la vogliono. Preferiscono mantenere il loro potere sia pure col rischio di soccombere in un eventuale Armageddon. Il Titanic sta affondando ma la loro ossessione per il guadagno è così grande che continuano a comprare e a vendere gioie come se niente stesse succedendo.

Generalmente le “rivoluzioni”, come frequentemente si pratica in Brasile, sono fatte dai potenti che si mettono in prima fila dicendo: ‘Facciamo la rivoluzione’ prima che la faccia il popolo. Naturalmente non si tratta di una rivoluzione, ma di un golpe classista, con l’uso delle forze armate a questo scopo come nel caso della “rivoluzione del 1964″. Questi vincitori hanno i loro accoliti che ne cantano le lodi, gl’innalzano monumenti, danno il nome dei golpisti a strade, ponti e piazze come ancora si può vedere in Brasile.

Raramente la storia dei vinti viene scritta. La loro memoria è spenta ma questa memoria viene a galla con una forza di denuncia pericolosa. È merito dello storiografo messicano Miguel Leòn-Portilla quello di narrare il rovescio “della conquista dell’America Latina fatta dagli iberici”. Raccoglie le testimonianze fulminanti delle vittime aztecas, Maya e Incas. In portoghese è stato tradotto col titolo «A conquista da America latina vista pelos indios” (Vozes, 1987). Vediamo soltanto una testimonianza di parte indigena in occasione della presa di Tratelolco vicina a Tenochtitlan, attuale Città del Messico. E’ semplicemente da mettersi a piangere: per le strade giacciono dardi spezzati; capelli sparsi; case senza tetto; incandescenti i loro muri; vermi abbondano nelle strade e piazze e le pareti macchiate da cervella sfracellate, rosse sono le acque come se qualcuno le avesse tinte; abbiamo mangiato erba al salnitro, frammenti di mattoni, lucertole, topi, polvere di terra, più i vermi (Miguel Leòn-Portilla 41).

Tali tragedie ci pongono una domanda mai risposta in modo soddisfacente se ha senso la storia? Senso per chi? Ci sono interpretazioni di tutti tipi, dai pessimisti che vedono la storia come sequenza di guerre, assassinii e massacri, agli ottimisti, come quella degli illuministi che pensavano alla storia come crescita in direzione del progresso senza fine e di società sempre più civili.

Le due guerre mondiali, quella del 1914 e quella del 1939 e quelle fatte dopo hanno fatto più di duecento milioni di vittime e hanno polverizzato questo ottimismo. Oggi nessuno può dire in quale direzione camminiamo: neanche i santi e saggi Dalai Lama e Papa Francesco. Ma gli eventi si succedono in tutta la loro ambiguità alcuni pieni di speranza altri spaventosi.

Io dichiaro mi iscrivo nella tradizione giudaico-cristiana che afferma: la storia può essere pensata a partire da due principi: quello della negazione del negativo e quello del compimento delle promesse. La negazione del negativo vuol dire: il criminale non trionferà sulla vittima. Il negativo della storia non ne detiene il senso definitivo. Al contrario il “Creatore asciugherà ogni lacrima dagli occhi; la morte non esisterà più; non ci saranno più lutti, né pianto, né fatica perché tutto questo è già passato (Apc 21,4)”.

Il principio del compimento delle promesse sostiene: “Ecco, io rinnovo oggi tutte le cose. Ci sarà un nuovo cielo e una nuova terra, Dio abiterà tra noi, tutti i popoli saranno popolo di Dio (Apc 21,5; 1 e 3). È la speranza immortale della tradizione biblica, che non scompariva nemmeno quando gli ebrei venivano portati dai nazisti alle camere a gas per lo sterminio.

Con riferimento alla situazione attuale rammento una frase di Walter Benjamin citata da un suo studioso, Lowy: “Marx aveva detto che le rivoluzioni sono la locomotiva della storia mondiale. Ma forse le cose si presentano in modo completamente differente. È possibile che le rivoluzioni costituiscano l’atto dell’umanità che viaggia in quel treno, di tirare il freno di emergenza; (Walter Benjamin: Avviso di incendio, Boitempo, 2005, pg 93-94). Il nostro tempo è di spingere i freni prima che il treno si schianti a fine corsa.

O Tempo da Grande Transformação e da Corrupção Geral

Normalmente as sociedade se assentam sobre o seguinte tripé: na economia que garante a base material da vida  humana para que seja boa e decente; na política pela qual se distribui o poder e se montam as instituições que fazem funcionar a convivência social; a ética que estabelece os valores e normas que regem os comportamentos humanos para que haja justiça e paz e que se resolvam os conflitos sem recurso à violência. Geralmente a ética vem acompanhada por uma aura espiritual que responde pelo sentido último da vida e do universo, exigências sempre presentes na agenda humana.
Estas instâncias se entrelaçam numa sociedade funcional, mas sempre nesta ordem: a economia obedece a política e a política se submete àética.

Mas a partir da revolução industrial no século XIX, precisamente, a partir de 1834, a economia começou na Inglaterra a se descolar da política e a soterrar a ética. Surgiu uma economia de mercado de forma que todo o sistema econômico fosse dirigido e controlado  apenas pelo mercado livre de qualquer controle  ou de um limite ético.

A marca registrada deste mercado não é a cooperação mas a competição, que vai além da economia e impregna todas a relaçõe humanas. Mais ainda criou-se, no dizer de Karl Polanyi, ”um  novo credo totalmente materialista que acreditava que todos os problemas poderiam ser resolvidos por uma quantidade ilimitda de bens materiais”(A Grande Transformação, Campus 2000, p. 58). Esse credo é ainda hoje assumido com fervor religioso pela maioria doseconomistas do sistema imperante e, em geral, pelas políticas públicas.

A  partir de agora, a  economia funcionará como o único eixo articulador de todas as instâncias sociais. Tudo passará pela economia, concretamente, pelo PIB. Quem estudou em detalhe esse processo foi o filósofo e historiador da economia já referido, Karl Polanyi (1866-1964),  de ascendência húngara e judia e mais tarde convertido ao cristianismo de vertente calvinista. Nascido em Viena, atuou na Inglaterra e depois, sob a pressão macarthista, entre o Toronto no   Canadá e a Universidade de Columbia nos USA. Ele demonstrou que “em vez de a economia estar embutida nas relações sociais, são as relações sociais que estão embutidas no sistema econômico”(p. 77). Então ocorreu o que ele chamou A Grande Transformação: de uma economia de mercado se passou a uma sociedade de mercado.

Em consequência nasceu um novo sistema social, nunca anteshavido, onde a sociedade não existe, apenas os indivíduos competindo entre si, coisa que Reagan e Thatscher irão repetir à saciedade. Tudo mudou pois tudo, tudo mesmo, vira mercadoria. Qualquer bem será levado ao mercado para ser negociado em vista do lucro individual: produtos naturais, manufaturados, coisas sagradas ligadas diretamente à vida como água potável, sementes, solos, órgãos humanos. Polanyi não deixa de anotar que tudo isso é “contrário à substância humana e natural das socidades”. Mas foi o que triunfou especialmente no após-guerra. O mercado é “um elemento útil, mas subordinado à uma comunidade democrática” diz Polanyi. O pensador está na base  da “democracia econômica”.

Aqui  cabe recordar as palavras proféticas de Karl Marx em 1847 Na miséria da filosofia: ”Chegou, enfim, um tempo em que tudo o que os homens haviam considerado inalienável se tornou objeto de troca, de tráfico e podia vender-se. O tempo em que as próprias coisas que até então eram co-participadas mas jamais trocadas; dadas, mas jamais vendidas; adquiridas mas jamais compradas – virtude, amor, opinião, ciência, consciência etc –em que tudo passou para o comércio. O tempo da corrupção geral, da venalidade universal ou, para falar em termos de economia política, o tempo em que qualquer coisa, moral ou física, uma vez tornada valor venal é levada ao mercado para receber um preço, no  seu mais justo valor”..

Os efeitos socioambientais desastrosos dessa mercantilização de tudo, os estamos sentindo hoje pelo caos ecológico da Terra. Temos que repensar o lugar da economia no conjunto da vida humana, especialmente face aos limites da Terra. O individualismo mais feroz, a acumulação obsessiva e ilimitada  enfraquece aqueles valores sem os quais nenhuma sociedade pode se considerar humana: a cooperação, o cuidado de uns para com os outros, o amor e a veneração pela Mãe Terra e a escuta da consciência que nos incita  para bem de todos.

Quando uma sociedade se entorpeceu como a nossa e por seu crasso materialismo se fez incapaz de sentir o outro como outro, somente enquanto eventual produtor e consumidor, ela está cavando seu próprio abismo. O que disse Chomski há dias na Grécia (22/12/2013) vale como um alerta:”aqueles que lideram a corrida para o precipício são as sociedades mais ricas e poderosas, com vantagens incomparáveis como os USA e o Canadá. Esta é a louca racionalidade da ‘democracia capitalista’ realmente existente.”

Agora cabe a retorção ao There is no Alternative (TINA): Não há alternativa: ou mudamos ou pereceremos porque os nossos bens materiais não nos salvarão. É o preço letal por termos entregue nosso destino à ditadura da economia transformada num “deus salvador” de todos os problemas.

Eine Herrschaft von der schlimmsten Sorte: die der Geschäftsleute

Wir haben uns bereits zuvor mit dem Reich der multinationalen Konzerne befasst, die den ökonomischen Fluss steuern und dadurch andere Aspekte der globalen Gesellschaft. Dieses perverse Reich konnte errichtet werden, weil es keine globale Regierung gibt, derer wir von Tag zu Tag dringender bedürfen. Es gibt Probleme, die den Frieden betreffen, die Welternährung, das Wasser, den Klimawandel, die Migration von Völkern etc. Da diese Probleme global sind, bedürfen sie globaler Lösungen. Doch der Egoismus und der Individualismus der Großmächte verhindern eine solche Weltregierung. 

 

Die Errichtung einer Weltregierung setzt voraus, dass jedes Land ein bisschen von seiner Souveränität aufgibt, um einen kollektiven und pluralistischen Raum zu schaffen, in dem die Lösungen für die globalen Probleme global gesucht werden können. Doch keine Regierung möchte auch nur auf ein Stückchen ihrer Macht verzichten, obwohl sich die Probleme verschärfen, insbesondere solche, die mit den physikalischen Begrenzungen der Erde zu tun haben, die sich für uns alle in Form von extremen Naturereignisse negativ auswirken können.

 

Nebenbei erwähnt gibt es eine bedauerliche Blindheit unter der Mehrheit der Ökonomen. In ihren Debatten – beispielsweise im wöchentlichen Programm Globonews Pinel – wird der Ökonomie eine bevorzugte Stellung eingeräumt. Doch bisher habe ich keinen einzigen Diskussionsteilnehmer in seinen Analysen von den Grenzen der Erneuerbarkeit des Lebenssystems und des Erdsystems, welche die Reproduktion des Kapitals verhindern, reden hören. Sie halten an ihrem langweiligen wirtschaftlichen Diskurs des alten Paradigmas fest, als wäre die Erde eine unerschöpfliche Schatztruhe an Ressourcen und als ließe sich die Wirtschaftskraft am Bruttosozialprodukt messen, gleich einem Kapitel aus Mathematik und Statistik. Es mangelt ihnen am Denken. Ihnen ist nicht bewusst, dass wir unsere schon schlechte Situation nur noch verschlimmern, wenn wir weiterhin besessen sind von der Vorstellung eines unbegrenzten materiellen Wachstums und wenn wir nicht nach sozialer Gleichheit und Ausgeglichenheit streben.

 

An dieser Stelle wollen wir einen weiteren Aspekt des perversen Reichs der multinationalen Großkonzerne berühren, der sich als noch dreister erweist. Es handelt sich um das Streben nach einem multilateralen Investmentvertrag. Fast alles wird hinter verschlossenen Türen verhandelt. Doch sobald etwas von diesem Vertrag ans Tageslicht gerät, zieht er sich wieder zurück, um gleich wieder unter einem anderen Namen aufzutauchen. Es geht darum, ein Freihandelsabkommen zwischen den Staaten und den Großkonzernen zu treffen. Die infrage stehenden Begriffe wurden bereits von Lori Wallach, dem Herausgeber von Public Citizen’s Global Trade Watch, im Le Monde Diplomatique Brasilien vom November 2013 ausführlich vorgestellt.

 

Diese Konzerne streben danach, ihren Hunger auf Anhäufung besonders in den relativ schwach entwickelten Bereichen der armen Länder zu stillen: die sanitäre Infrastruktur, die Krankenversicherung, Ausbildungsschulen, Rohstoffe, öffentliche Einrichtungen, Urheberrechte und Patente. In den Verträgen wird von der Schwäche der entsprechenden Länder profitiert, und es werden räuberische Bedingungen erzwungen. Da die Konzerne multinational sind, fühlen sie sich nicht an die nationalen Normen gebunden in Bezug auf Gesundheit, Umweltschutz oder Steuerrecht. Wenn sie einschätzen, dass aufgrund dieser Normen ihr gewünschter Profit nicht gewährleistet werden kann, können sie vor Gericht erreichen, dass der Staat (das Volk) ihnen eine Entschädigung zu zahlen hat, die die Höhe von mehreren Milliarden Dollar oder Euro erreichen kann.

 

Diese Konzerne gehen mit der Erde um, als gehöre sie niemandem, wie im alten Kolonialismus, und erreichen vor den Gerichten, dass sie sich Grundstücke aneignen können sowie Wasserquellen, Seen und andere Naturgüter. Wallach kommentiert: „Sie haben gegenüber dem Staat keine Verpflichtungen und können ihre Projekte starten, wann und wo immer es ihnen günstig erscheint.“ (S. 5). Ein typisches und lächerliches Beispiel dafür ist der Fall des schwedischen Energielieferanten Vattenfall, der von Deutschland mehrere Milliarden Euro für seine Energiewende verlangt, mit der Deutschland sich von der Kernenergie abgewandt hat und künftig die Kohlekraftwerke strenger kontrollieren will. Themen wie Umweltverschmutzung, Verringerung der Erderwärmung und Bewahrung der Biodiversität des Planeten sind für diese Raubtiere, denen es nur um den Profit geht, leere Worte.

 

Die kommerzielle Schande hat ein solches Niveau erreicht, dass Staaten, die diese Art von Vertrag unterzeichnen, „sich selbst verpflichten, nicht nur ihre öffentlichen Dienste unter die Logik des Marktes zu stellen, sondern auch auf jegliche Kontrolle über die ausländischen Dienstleister, die ihre Märkte begehren, zu verzichten“ (S. 6). Der Staat hätte dann nur noch einen minimalen Kontrollspielraum in Fragen von Energie, Gesundheit, Bildung, Wasser und Transport, was genau die Themen sind, für die im Juni 2013 Tausende von Demonstranten auf die Straße gegangen sind.

 

Diese Verträge wurden mit den USA und Kanada, mit dem Freihandelsabkommen in Lateinamerika und insbesondere zwischen der EU und den USA verhandelt.

 

Was enthüllen uns diese Strategien? Eine Wirtschaft, die sich so verselbständigt hat, dass nur das Wirtschaftliche zählt, dass man die Souveränität der Staaten aufhebt, sich die Erde als Ganze aneignet und aus dem Verhandlungstisch eine enorme Geschäftemacherei macht. Alles verkommt zur Handelsware: Personen, ihre Organe, die Natur, die Kultur, die Unterhaltung, selbst Religion und der Himmel. Niemand macht sich Gedanken darüber, wie die Zivilgesellschaft unter Umständen darauf reagieren könnte, wenn sie, einmal in Rage gekommen, rebellieren und alles über Bord werfen könnte. Gott sei Dank verbergen sich diese Projekte schamhaft, wenn auch hartnäckig, hinter verschlossenen Türen.
