Inflexión peligrosa para el futuro del proyecto-Brasil

La adopción por la administración Dilma Roussef de un ajuste fiscal y económico de claro sesgo neoliberal que lo alinea con los intereses de las grandes corporaciones multinacionales, con los rentistas nacionales, los fondos de pensiones, los bancos privados y otros entes financieros, instaura una inflexión peligrosa para el futuro político de nuestro país.
La alternativa que se imponía, teniendo defensores en ambos lados, era: o continuamos con el deseo de reinventar Brasil, con un proyecto sobre bases nuevas, sustentado por nuestra cultura, nuestras riquezas naturales (extremadamente importantes después de la constatación de los límites de los bienes naturales no renovables y del desequilibrio del sistema-Tierra), proyecto este defendido brillantemente por el científico político Luiz Gonzaga de Souza Lima, en un libro que hasta ahora no ha gozado del aprecio y la atención debidas: La refundación de Brasil: hacia una sociedad biocentrada (RiMa, São Carlos, SP 2011), o nos sometemos a la lógica imperial que nos quiere como asociados y subalternos, en una especie de recolonización, obligándonos a ser solamente abastecedores de productos in natura (materias primas, granos, minerales, agua virtual etc) que ellos no tienen y necesitan urgentemente.

El primero realizaría el gran sueño de los que piensan un Brasil verdaderamente independiente, desde Joaquim Nabuco hasta Darcy Ribeiro y Luiz Gonzaga de Souza Lima, y la mayoría de los movimientos sociales de cuño libertario. Estos siempre proyectaron una nación autónoma y soberana y abierta al mundo entero. El segundo se rinde resignadamente al más fuerte, aceptando la lógica hegeliana del señor y del siervo, y confiere inmensas ventajas a las clases tradicionalmente acomodadas que han dado la espalda a las grandes mayorías entregadas a su propia miseria y pobreza: indígenas exterminados, negros esclavizados y colonizados durante cuatro siglos.

Hasta ahora ha predominado esta segunda alternativa. Con la victoria democrática de los que venían de abajo, del PT y sus aliados, se podría esperar que se retomase el sueño de otro Brasil con las transformaciones que llevaría implícitas: la reforma política, tributaria, agraria, urbana y ambientalista. Pero nada de eso ha sucedido.

Ha habido, es verdad y hay que reconocerlo, una política de redistribución de renta, aumento de los salarios, políticas sociales que han beneficiado directamente a 36 millones de personas que estaban al margen. Pero un proyecto de desarrollo hecho en la base del consumo y no de la producción tenía que alcanzar sus límites y, finalmente, agotarse. Fue lo que lamentablemente ha ocurrido. Se ha perdido una oportunidad histórica única, o por falta de visión estratégica de largo plazo, o por la urgencia de dar lo mínimo a los millones de excluidos. En todo caso, la historia, que no es lineal ni suele repetirse, no dio el salto necesario hacia lo nuevo y lo inaudito viable.

Ahora estamos empantanados en una mega-crisis que algunos piensan que es la mayor de nuestra historia (Cid Benjamin), perplejos y con soluciones que difícilmente garantizan un futuro bueno para la mayoría de los brasileros. Nubes oscuras cubren nuestro horizonte. ¿Será que estaremos nuevamente obligados a repetir lo que no funcionó en el pasado y que ahora parece no funcionar ni aun en los países que gestaron el actual sistema de producción, de distribución, de consumo y de relación depredadora de la naturaleza? El paradigma de la modernidad ha agotado su capacidad de presentar alternativas.

Hay un temor bastante generalizado a que estemos forzados a seguir el extraño consejo dado por el tan alabado Lord Keynes para salir de la gran depresión de los años treinta del siglo pasado:

«Durante por lo menos cien años debemos simular delante de nosotros mismos y ante cada uno que lo bello es sucio y lo sucio es bello, porque lo sucio es útil y lo bello no lo es. La avaricia, la usura, la desconfianza deben ser nuestros dioses porque ellos son los que nos podrán guiar hacia la salida del túnel de la necesidad económica rumbo a la claridad del día… Después vendrá el retorno a algunos de los principios más seguros y ciertos de la religión y de la virtud tradicional: que la avaricia es un vicio, que la usura es un crimen y que el amor al dinero es detestable» (Economic Possibilities of our Grand-Children).

Algo parecido piensan los responsables de la crisis de 2008, pues sigue propalando que greed is good, que «la avaricia es buena». ¿Para quién? No para los millones de hambrientos, desempleados y marginados o hasta excluidos del actual sistema productivista, consumista, individualista y cínico, pero ventajoso para un puñado de multimillonarios que controlan gran parte de los flujos financieros del mundo.

Creo que cabe la frase de Martin Heidegger publicada post-mortem con referencia al destino de nuestra civilización que olvidó el Ser (el fundamento último que sustenta todas las cosas) y se perdió en los entes (el sentido inmediato y consumible): «Solamente un Dios podrá salvarnos» (nur ein Gott kann uns noch retten).

El Dios de la tradición judeo-cristiana es un Dios salvador y liberador de los oprimidos, un “soberano amante de la vida” (Sab 11,26). Creemos y esperamos que no permitirá que esta vez la vida sucumba.

L’iniziativa dell’amministrazione Dilma Roussef di fare un conguaglio fiscale ed economico di chiaro stampo neoliberale, allineato agl’interessi delle grandi corporazioni multinazionali, ai latifondisti nazionali, ai fondi di pensione, alle banche private e ad altri enti finanziari, ha tutta l‘aria di una sterzata pericolosa per il futuro politico del nostro paese.

L’alternativa che si imponeva, avendo sostenitori di ambo i lati, era la seguente: o continuare con la volontà di reinventare il Brasile, con un progetto su nuove basi, sostenuto dalla nostra cultura, dalle nostre ricchezze naturali (estremamente importanti dopo la costatazione che i beni naturali non rinnovabili sono un tot limitato e che il sistema Terra è squilibrato), progetto questo difeso brillantemente dallo scienziato politico Louis Gonzaga de Souza Lima, in un libro che fino ad oggi non ha avuto l’attenzione che meritava: A refundação do Brasil: rumo a una società biocentrada (RiMa, São Carlos, SP 2011); oppure ci sottomettiamo alla logica imperiale che ci vuole soci, incorporati, subalterni, in una specie di ricolonizzazione, che ci obbliga a essere soltanto fornitori di prodotti in natura (commodities, granaglie, minerali, acqua virtuale ecc.) che essi non posseggono e di cui hanno bisogno urgente.

Il primo realizzerebbe il sogno maggiore di coloro che hanno pensato il Brasile veramente indipendente, da Joaquim Nabucco fino a Darcy Ribeiro e Luiz Gonzaga de Souza Lima e alla maggioranza dei movimenti sociali di stampo libertario. Questi sempre hanno nutrito il progetto di nazione autonoma, sovrana e aperta al mondo intero.

Il secondo accetta con rassegnazione il più forte insieme alla logica hegheliana del “Signore e del servo” e conferisce immensi vantaggi alle classi tradizionalmente beneficiate e che hanno voltato le spalle alle grandi maggioranze, ormai abbandonate alla loro povertà e miseria: gli indigeni quasi sterminati, in neri schiavizzati e colonizzati per quattro secoli.

Finora ha prevalso questa seconda alternativa. Con la vittoria democratica di coloro che venivano dal basso, dal PT e soci, si potrebbe sperare la ripresa del sogno di un altro Brasile con le trasformazioni che sarebbero implicite: riforma politica, tributaria, agraria, urbana e ambientalistica. Ma niente di questo è avvenuto.

C’è stata, a dire il vero, e è importante riconoscerlo, una politica di ridistribuzione di reddito, un aumento dei salari, politiche sociali che direttamente hanno beneficiato 36 milioni di brasiliani che stavano ai margini. Ma un progetto di sviluppo fatto in base al consumo e alla produzione, non poteva non raggiungere i suoi limiti e alla fine svuotarsi. È stato quello che purtroppo è avvenuto. Abbiamo perso un’opportunità storica unica, vuoi per mancanza di visione strategica di lungo corso, vuoi per l’urgenza di dare il minimo ai milioni di esclusi. In ogni caso, la storia, che non è lineare, non ha l’abitudine di ripetersi e non c’è stato lo scatto necessario per il nuovo o inaudito fattibile.

Adesso stiamo affondando nella palude di una megacrisi che alcuni credono sia la maggiore della nostra storia (Cid Benjamin), perplessi e con soluzioni che difficilmente garantiscono un buon futuro alla maggioranza dei brasiliani. Nubi scure coprono il nostro orizzonte. Saremo dunque nuovamente obbligati a ripetere quelle cose che non sono riuscite nel passato e che adesso si mostrano non essere giuste nemmeno nei paesi che hanno portato in gestazione l’attuale sistema di produzione, distribuzione, consumo e di rapporto predatorio con la natura? Il paradigma della modernità si è esaurito quanto a capacità di presentare alternative.

C’è un timore abbastanza generalizzato che consiste nel fatto che siamo forzati a seguire lo strano consiglio dato dal tanto lodato Lord Keynes per uscire dalla grande depressione degli anni 30 del secolo passato:

«Per almeno 100 anni dobbiamo simulare davanti a noi stessi e davanti a qualsiasi altra persona che quello che è bello è sporco e quello che è sporco è bello perché lo sporco è utile, il bello non lo è. L’avarizia, l’usura, il sospetto devono essere i nostri “dèi” perché sono loro che potranno guidarci fuori dal tunnel della necessità economica in direzione della luce del giorno… Dopo verrà il ritorno ad alcuni dei principi più sicuri e certi della religione e delle virtù tradizionali: che l’avarizia è un vizio, che l’usura è un crimine e che l’amore per il denaro è detestabile» (Economic possibilities of our Gran-Children).

Qualcosa di simile pensano i responsabili della crisi del 2008, perché continuano a propagare che greed is good, che «l’avarizia è buona». Per chi? Non per milioni di affamati, disoccupati, emarginati o per gli esclusi dall’attuale sistema produttivistico, consumistico, individualistico e cinico ma vantaggioso per un pugno di miliardari che controllano grande parte dei flussi finanziari del mondo.

Viene a proposito la frase di Martin Heidegger pubblicata dopo morte con un riferimento al destino della nostra civiltà che ha dimenticato l’Essere (o fondamento ultimo che sostiene tutte le cose) e si è perso negli enti (il senso immediato e consumabile): «Soltanto un Dio potrà salvarci» (nur ein Gott kann uns noch retten).

Il Dio della tradizione giudeo-cristiana è un Dio Salvatore e liberatore degli oppressi, “un sovrano amante della vita” (Sap. 11,24). Crediamo e speriamo che non permetta questa volta che la vita debba avere la peggio.

There must be a way out of the present crisis

The political and economic crisis we are now experiencing provides an opportunity for truly profound changes, such as political, tributary and agrarian reform. To have the correct focus, is important to first consider some facts.

In the first place, we must see the crisis as part of the great crisis of humanity as a whole, rather than from within, and external to the present course of history. To think of the Brazilian crisis without considering the world crisis is not to think about the Brazilian crisis. We are part of a greater whole. In our case, we cannot escape the attention of the large countries and great corporations, as the Group of 7 considers where the principal assets for the ecological basis of the economy of the future are concentrated: the abundance of drinking water, the great humid jungles, immense biodiversity and 6 billion hectares of farmland. The Imperial strategy does not care that a continental nation in the South Atlantic, such as Brazil, is not aligned with the global interests and to the contrary, seeks an independent path for its own development.

Second, there is a historical background to the current Brazilian crisis that we must never forget. As our main historians confirm, there has never been a form of government that gave adequate attention to the great majorities, the descendants of slaves, indigenous peoples and impoverished populations. They were considered peons, and true nobodies. The State, appropriated from the beginning of our history by the propertied class, was not willing to meet their demands.

Third, we must recognize that, as a result of a painful and bloody history of struggles and of overcoming obstacles of every form, another social base arose as a political power, that now controls the State and all its structures. From an elitist and neoliberal State, it became a republican and social State that, amidst great difficulties and concessions to the dominant national and international forces, managed to give centrality to those who always had been on the margins. The fact that the Government of the Labor Party, PT, has raised 36 million Brazilians out of misery, and has given them access to the fundamental goods of life, is of undeniable historical magnitude. What do the humble of the Earth want? Guaranteed access to the basic goods that let them live. That end is served by the Bolsa Familia, My House My Life, Light for Everyone, and other social and cultural policies, without which the poor would never be able to be lawyers, physicians, engineers, teachers, etc.

Call these measures what you will, but they have been good for the immense majority of the Brazilian people. Is not the right of the State to guarantee the life of its citizens its first ethical mission? Why, for centuries, did not previous governments undertake these initiatives? Was a labor president necessary to accomplish all that? The Labor Party, PT, and its allies performed that historical feat, and not without strong opposition from those who have looked down on «those considered economic zeros», as was shown by Darcy Ribeiro, Capistrano de Abreu, Jose Honorio Rodrigues, Raymundo Faorom and lately, by Luiz Gonzaga de Souza Lima. And still now they continue to look down on them.

Some strata of the privileged upper classes are ashamed of and despise them. Besides the understandable indignation and rage provoked by the scandals of corruption taking place within the government, made hegemonic by the PT, yes, there still is class hatred in this country. These old elites with their means of communication, marked by their reactionary and right wing ideology, supported by the old oligarchy, different from the modern more open and nationalist one, that supports in part the projects of the PT, never accepted a government of popular making. They do their best to make impossible the PT government, and to that end, they use distortions, slander, and lies, with no sense of decency.

Two strategies were designed by the right wing that managed to coalesce, to regain the central power it lost by the ballot, but that have not yet taken shape.

The first is to maintain in society a situation of permanent political crisis to impede the ability of President Dilma to govern. To that end, they organize demonstrations in the streets, making something like a picnic, with casseroles, with full pots, because they never knew what an empty pot means, or, with a gross lack of education, to systematically boo the President at her public appearances.

The second consists of a process of picking at the PT government, slandering it as incompetent and inefficient, and demolishing the leadership of former President Lula with defamations, distortions and outright lies that, when they are unmasked, are not denied. They hope that way to undermine her 2018 candidacy and re-election.

That type of procedure only shows that we still have a very low intensity democracy. The recent acts, provocative and full of a spirit of revenge by the presidents of the two houses, both of the PMDB, confirm what UNB’s sociologist Pedro Demo, wrote in his Introduction to sociology, (Introducción a la sociología, 2002): «Our democracy is the national representation of refined hypocrisy, full of “pretty” laws, but always, at bottom, made by the dominant elite to serve them from beginning to end. The politicians are people who are characterized by making lots of money, working little, making deals, employing their relatives and henchmen, getting rich at the expense of state funds and going into business starting from the top… If we were to equate democracy with social justice, our democracy would be its own negation» (p. 330-333).

We will neither surmount this crisis nor overcome the revanchists and those with a coup d’etat mentality without political, tributary and agrarian reform. Otherwise, our democracy will be powerless and blind.

Was werden unsere Kinder und Enkel zu uns sagen?

Alle Länder, vor allem diejenigen, die wie Brasilien im Jahr 2015 eine Finanzkrise erleiden, sind von einer beständigen Vorstellung besessen: Wir müssen wachsen; wir müssen das Wachstum des BSP sichern, d. h. die Summe allen im Lande erschaffenen Reichtums. Dieses Wirtschaftswachstum betrifft grundlegend die Produktion materieller Güter. Es schafft einen hohen Grad an sozialer Ungleichheit (Arbeitslosigkeit und Lohnkürzungen) und führt zu einer perversen Zerstörung der Umwelt (Erschöpfung der Ökosysteme).

Tatsächlich sollten wir zuerst über die Art der Entwicklung sprechen, die essentielle nicht-materielle Elemente beinhaltet, vor allem solche subjektiven und humanistischen Dimensionen wie die Ausdehnung der Freiheit, Kreativität und der Möglichkeiten, sein Leben selbst zu gestalten. Leider sind wir alle von diesem Wachstum in Geiselhaft genommen. Vor langem wurde das Gleichgewicht zwischen Wachstum und Umweltschutz zugunsten des Wachstums zerstört. Der Konsum übersteigt bereits um 40 % die Kapazitäten unseres Planeten, seine Ressourcen zu erneuern. Und die Erde ist dabei, ihre Nachhaltigkeit zu verlieren.

Wir wissen inzwischen, dass die Erde ein sich selbst regulierendes Lebenssystem ist, in dem alle Faktoren interagieren (Gaia-Theorie), um ihre Ganzheit aufrechtzuerhalten. Doch ihre Selbstregulierung funktioniert nicht mehr. Daher kommt der Klimawandel, gibt es extreme Ereignisse (starke Winde, Tornados, Klimaderegulierung) und die globale Erwärmung, die uns mit schweren Katastrophen böse überraschen kann).

Die Erde sucht ein neues Gleichgewicht, indem sie ihre Temperatur um 1,4 bis 5,8 Grad erhöht. Dies würde zu einer Ära großer Zerstörungen führen (Anthropozän) mit gestiegenem Meereslevel, von denen mehr als die Hälfte der Menschheit betroffen sein werden, die an den Küsten leben. Tausende von lebedigen Organismen würden nicht genug Zeit haben, um sich anzupassen oder die schädigenden Auswirkungen abzumildern, und würden von der Erdoberfläche verschwinden. Ein Großteil der Menschheit selbst, bis zu 80 % sagen manche, könnten auf einem Planeten, dessen physikalisch-chemische Grundlage so profund verändert wäre, nicht überleben.

Der Umweltforscher Washington Novaes ist sich gewiss: „Jetzt geht es nicht mehr darum, sich um die Umwelt zu kümmern, sondern darum, die Limits, die das Leben gefährden könnten, nicht zu überspannen.“ Manche Wissenschaftler behaupten, wir hätten den Punkt des No-Return erreicht. Die auf uns zukommende Krise lässt sich verlangsamen, nicht aber stoppen.

Diese Frage ist unbequem. In ihren offiziellen Reden sprechen Staatsoberhäupter, Geschäftsleute und – noch schlimmer – die wichtigsten Ökonomen selten die Grenzen des Planeten und die daraus resultierenden Probleme für unsere Zivilisation an. Wir wollen nicht, dass unsere Kinder und Enkel uns verfluchen, wenn sie auf die Vergangenheit schauen, denn obwohl wir von den Gefahren wussten, taten wir nichts oder wenig, um die Tragödie zu vermeiden.

Der Fehler eines jeden muss möglicherweise wortwörtlich den merkwürdigen Anweisungen von Lord Keynes folgen, um der großen Depression der 1930er Jahre zu entrinnen:

„Mindestens ein Jahrhundert lang machten wir uns selbst und allen anderen vor, dass Schönes schmutzig ist und dass Schmutziges schön ist, denn das Schmutzige ist nützlich, und das Schöne ist nutzlos. Gier, Profitsucht, Misstrauen müssen unsere Götter sein, denn diese werden uns zum Ende des Tunnels ökonomischen Bedarfs ans Tageslicht führen … Nach all dem wird die Rückkehr zu einigen sichereren und gewissen Prinzipien von Religion und traditionellen Tugenden erfolgen: dass Gier ein Laster ist, Profitsucht ein Verbrechen und die Liebe zum Geld verachtenswert“ (Economic Possibilities of our Grand-Children – Ökonomische Möglichkeiten unserer Enkel). So denken die Hauptverantwortlichen für die Krise von 2008, die niemals bestraft wurden.

Es ist höchste Zeit, dass wir unsere Ziele neu definieren und nach den geeignetsten Mitteln forschen, um sie zu erreichen. Es kann bei ihnen nicht länger darum gehen, zu produzieren, während die Natur zerstört wird, und grenzenlos zu konsumieren. Niemand hat eine Lösung für diese Zivilisationskrise. Doch wir vermuten, dass wir uns von der Weisheit der Natur selbst leiten lassen müssen: Respekt für ihren Rhythmus aufbringen, für ihre Belastungskapazität, das Hauptaugenmerk nicht auf Wachstum, sondern auf Nachhaltigkeit legen. Würden unsere Produktionsweisen die natürlichen Zyklen respektieren, dann gäbe es sicher genug für alle und wir würden die Natur, deren Teil wir sind, bewahren.

Wir bekleben die Wunden der Erde mit Pflaster. Linderung keine Lösung. Wir beschränken uns vor allem aufs Lindern und habe dabei die Illusion, wir lösten die dringenden Probleme, bei denen es um Leben und Tod geht.
